• Took a leading role that led to the issuance by the late President Ferdinand Marcos of P.D. No. 1412 June 7, 1978. This decree paved the way for a wider participation of licensed private fee-charging agencies in the recruitment and placement of workers for local and overseas jobs.

• First to lead the work of seeking government recognition of the Filipino overseas workers, now acknowledged as the country’s modern-day heroes. In 1978, with Dr. Caroline R. Rogge as President, OPAP sought and succeeded in having then President Corazon C. Aquino issue Proclamation No. 91 on March 18 declaring March 22-28 of 1987 and the last week of March every year thereafter as “Overseas Filipino Contract Workers’ Week.

• Waged-and still waging-a campaign in the legislative and executive department for a measure to amend certain provisions of R.A. 8042, the Migrant Filipino and Workers Act of 1995. The OPAP believes R.A. 8042 contains provisions not conducive to business condition in the recruitment sector. Toward this end, it succeeded in getting President Joseph Estrada to call a Mini-Multi-Sectoral Summit on Overseas Employment on August 24, 1999, after OPAP President Eduardo T. Mahiya wrote him a letter urging him to convene a Special Summit on Overseas Employment.

• Actively participated in the tripartite conference that adopted a consolidated amendatory bill to R.A. 8042 on March 7, 2000. However, R.A. 8042 remains un-amended to this time.

• Fought for the right of recruitment associations and agencies to continue conducting Pre-Departure Orientations Seminars (PDOS) and the freedom to choose their medical testing clinics.

• Joined and participated in the Global Legal Assistance and Defense (GLAD) Team that rendered free legal aid clinics and assistance to OFW in Italy.

• Conducted and participated in several job fairs, marketing missions, and other livelihood and economic programs.

• Conducted numerous charitable and welfare activities-gift-giving, medical and dental missions, counseling, spiritual retreats, sports tournaments, concerts, movies premieres, and the like-for the benefit of distressed OFWs and the underprivileged.
